Appointed by Franklin Pierce James Guthrie served as Secretary of the Treasury from 1853 to 1857. He was a Kentuckian who served in the Kentucky house and senate, and served as a Democratic US Senator form 1865 to 1868. During his cabinet time he worked to pay off US debt.
